The WhatsApp number for the Western and the Central railway was released on July 31, 2018, in hopes to take quick actions against any complaint that is lodged.

How To Lodge A Complaint Using The Railway Complaint Whatsapp Number?
If you think the pay and use toilet of a railway station needs cleaning, or if the railway premise, in general, could use a broom you can take a picture of the place and send it directly to the given WhatsApp numbers of the Indian Railway. As of now, 25 complaints have been lodged. A separate staff has been appointed to monitor these complaint messages. After sorting the complaints, these are then forwarded to the concerned railway station managing team.
Now anyone can lodge a complaint with just a few taps instead of going to the station master and lodging the complaint physically.

You may not own a smartphone and have access to WhatsApp, what then? The Indian Railway has thought about it and has provided other ways by which you can let your dissatisfaction known. You can send them a text on 8121281212 with the bogie no and the train no along with the details of your complaint whether the toilets are dirty or there is no fan.
As soon as you send them an SMS at the registered number, you will receive a unique ID which you can use to further to check the status of your complaint on the website www.scr.indianrailways.gov.in/ or via SMS. To check the status of your complaint via SMS send STATUS < SPACE > < REFERENCE ID> to the registered number. You will receive a reply a few days later both through SMS and online on the website.
Apart from this Indian Railway has also come out with All India Helpline numbers which are toll-free and offers quick access to the customer care for any query or complaint.
For any security issues, you can dial the number 182, for lodging a complaint dial 138 and for any other questions regarding PNR status, ticket booking and arrival and departure time of trains you can dial 139.
